Firstly, this coin type proclaiming the "Security of the Republic" is ironic due to the fact that the Roman Republic had been dead as a doornail for 400 years by the time the coin was struck (and everybody knew it!). Secondly, the emperor Valens is infamous for botching the resettlement of the Goths on the Danubian frontier. Valens assigned two incompetent and corrupt officials (Lupicinus and Maximus ) to oversee the resettlement. After these officials inflicted numerous hardships on the Goths (and failed to confiscate their weapons), the would-be-settlers revolted against the Romans. This rebellion culminated in the death of Valens himself at the Battle of Adrianople in 378 CE, and widespread pillaging of Roman lands. Not exactly a "secure" situation.
